Barbecued Orange Beef

1 pound top sirloin steak
6 slices orange
3 sprigs cilantro
----MARINADE----
4 pieces dried orange peel
2 tablespoons boiling water
3 large cloves garlic; chopped fine
2 green onions; cut into 2-inch pieces
1 1-inch piece peeled fresh ginger; smashed
1 tablespoon oyster sauce
2 tablespoons soy sauce
2 tablespoons dry sherry
2 tablespoons frozen orange juice concentrate
2 teaspoons garlic chili paste; or to taste
1 teaspoon Worcestershire sauce
1 teaspoon sugar
1 tablespoon cornstarch

Marinade: In small bowl, soak orange peel in the boiling water for about 10 minutes. Squeeze peel over bowl; discard peel and set juice aside. In shallow dish, combine garlic, green onions, ginger, oyster sauce, soy sauce, sherry, orange juice concentrate, chili paste, Worcestershire sauce, sugar, cornstarch and orange peel juice. Add steak, turning to coat well. Let marinate for about 10 minutes. Remove steak from marinade. Pour marinade through fine mesh strainer, pressing with back of spoon to extract juices; set aside for basting. Cook steak on greased barbecue grill for about 4 minutes per side or until desired degree of doneness, basting once or twice on each side. Cut steak into 1/4-inch slices and arrange on serving platter. Garnish with orange slices and cilantro. Serve with rice and a stir-fried green vegetable.
